Council will consider this as part of its decision-making process. 

What will happen next?

- Once we have taken into account all of the feedback, we will prepare the changes to the District Plan and associated reports to explain the reasons for the preferred solutions.

- When we notify the Plan Changes, there will be a formal submission process (lasting 20 working days). We will then release a summary of the submissions to start a formal further submission process (lasting 10 working days).

- Hearings are anticipated for autumn 2020. Decisions will be released shortly after that.

Council will be publicly notifying a number of new Plan Changes in the second half of 2019. Plan Changes are a formal proposal to change the District Plan in order to solve resource management issues facing the District. Before we notify these changes, we would like to get your views on the issues we are facing right now and what options we have for solving them.


There are nine proposed District Plan changes:

  • Accommodation for Seasonal Workers – Review of Provisions

  • Cleanfill Activities in the Rural Zone

  • Floodable Areas – Maintenance of Stopbanks and Drains

  • Frost Protection Fans

  • Home Enterprises – Sale of Goods

  • Noise Standards within Industrial Zones

  • Post-Harvest Zone – Review of Provisions

  • Rural Contractors Depots – Separation Distances

  • Walkways, Cycleways, Bridleways and Similar Trails Projects – Review of Provisions.

Rural Contractors Depots - Separation Distances:

Rural Contractors Depots are required to be located at least 60m away from any existing dwelling, minor dwelling, education facility, or accommodation facility. We intend to clarify that this separation distance also applies to the vehicle accessways, driveways, manoeuvring and parking areas of the Rural Contractor’s Depot.
