What is the background to Council developing this policy?

Over the last few years Council has focused on investigating alternative recycling and rubbish collection models as an action from the 2017 Waste Management and Minimisation Plan review.

Through the 2018-2028 Long Term Plan Council received 25 submissions on rubbish and recycling, all supporting Council taking a greater role. The majority suggested a Council-provided service would be positive. Council then consulted on options for alternative rubbish and recycling collection through the Annual Plan 2019/20 and Long Term Plan Amendment Consultation Document.

A decision was made to provide a kerbside collection service across approximately 80% of the District. The service commenced in July 2021 and provides:

    • A kerbside collection for glass and recyclables funded by a targeted rate on those households serviced.
    • A kerbside collection for food scraps for urban areas only funded by a targeted rate on those households serviced.
    • A pay per pick-up kerbside rubbish collection.

As we have rolled out these services, there has been demand for extending the areas where services are provided or for extra bins. This Policy provides a framework for assessing these requests.
